Africa’s first development-focused parametric insurer, African Risk Capacity Limited (ARC Ltd.), has appointed Jackline Muthengi as its new Chief Underwriting Officer (CUO), effective 1 September 2026.
In her new role, Muthengi will drive and be responsible for ARC’s underwriting portfolio, covering sovereign parametric insurance for drought, flood, tropical cyclone, and outbreak and epidemic risks, alongside inclusive insurance.
Additionally, she will lead underwriting strategy, reinsurance placement, and report to the insurer’s Board on underwriting performance.
ARC explained that her appointment strengthens its leadership as the company expands financial protection against climate and disaster risk across Africa.
Muthengi has strong actuarial expertise and senior experience across underwriting, reinsurance, pricing, product development, insurance regulation and risk management.
The insurer stated, “That combination of technical depth and leadership equips her well for the role.”
Muthengi joined ARC in 2021 and has strengthened its technical and underwriting capabilities. She has held progressively senior roles, including Product and Pricing Manager, Head of Actuarial and, most recently, Head of Underwriting and Innovation.
Before this, she held actuarial and risk management roles with insurers, an insurance regulator, and an insurance technology firm.
In July 2026, ARC confirmed David Maslo as the Chief Executive Officer on a permanent basis, after he successfully led the firm through a period of significant transformation.
