Arrowhead Programs establishes Arrowhead Public Entity practice group

Arrowhead Programs, a managing general agency that designs and administers specialty insurance programmes, has announced the formation of Arrowhead Public Entity, a practice group dedicated to public-sector insurance.

The new group combines public-sector capabilities from seven existing Arrowhead businesses. Together, these businesses reported a combined gross written premium exceeding $1 billion in 2025.

By bringing these operations together, Arrowhead Public Entity is intended to provide a single point of access to the company’s shared resources, operational systems, analytical tools, and specialist teams, supporting service delivery for clients across the United States.

Arrowhead Public Entity provides insurance coverage for public-sector organisations across several lines, including professional liability, casualty, property, workers’ compensation, and accident and health. The practice group also supports different program structures, including direct-to-market programs, insurance pools, and Self-Insured Retention (SIR) arrangements.

The group’s operating model connects teams across participating businesses, allowing them to monitor liability developments and regulatory changes affecting public entities. This structure is designed to help brokers and insured organisations respond to evolving risks and manage insurance-related costs while maintaining services for the communities they represent.

Eric Homer will lead Arrowhead Public Entity and oversee its programs, insurance pools, and operational teams. Homer joined Arrowhead Programs in 2003 following the company’s acquisition of Clear Risk Solutions. He has more than three decades of experience working with public entities, nonprofit organisations, and tribal communities, with a focus on insurance programme development and risk transfer strategies.

Over the course of his career, Homer has also participated in industry initiatives related to public-sector insurance, including the development of joint self-insurance programmes, the expansion of loss control and risk management services, and engagement in policy and regulatory discussions affecting the sector.
