Africa Specialty Risks (ASR), the developing-markets-focused re/insurance group, has announced the appointment of Alexander Milne as Director of International Policy and Partnerships.

He will focus on advancing ASR’s public-private partnerships to expand insurance solutions, facilitate investment into emerging economies, and help governments address key resilience challenges. He will work closely with colleagues across ASR and with partners across the development and finance ecosystem to scale impact.

Milne brings more than a decade of experience in the UK government as a diplomat, working on trade, development, and climate finance, with much of his work focused on emerging markets in Asia, Latin America, and Africa.

Most recently, he served as Co-head of Global Business Origination at UK Export Finance, focusing on clean growth, lower-middle-income countries, and government-to-government partnerships.

Prior to that, Milne led TheCityUK’s international workstreams in key markets across Central Asia, Africa, and the Middle East, as well as its international sustainable finance activity and presence at COP29. He also spent eight years at the Department for International Trade (DIT), most recently as Country Director for Kenya.

He began his career at Lloyd’s of London, where he led market development efforts in markets including India, Turkey, Mexico, and Russia.
