Liberty Specialty Markets (LSM), part of Liberty Mutual Insurance Group, has announced the appointment of David Saillen as Chief Underwriting Officer (CUO) for Europe.

Liberty Specialty Markets logoSaillen succeeds Pierre-Edouard Fraigneau, who was appointed President of the European region in July 2025, effective September 1st, after serving as CUO Europe for five years. Fraigneau retains the legal and regulatory responsibilities associated with Liberty Mutual Insurance Europe.

Based in Zurich, Saillen will report jointly to Fraigneau and Ronald Bolaños, Global CUO, Liberty International Insurance.

In his new role, Saillen will be responsible for underwriting performance across Europe, driving strong outcomes for his team as well as Liberty’s clients and broking partners. He will also help advance the Invest in Europe 2030 strategy, reinforcing Liberty’s commitment to being a long-term, supportive partner for insureds and partners across the continent.

Saillen has spent the past decade at LSM, most recently serving as Head of Fine Art & Specie – Continental Europe.

Prior to that, he was Managing Director of AXA ART Switzerland Ltd. and Head of Global Distribution at AXA ART.

Fraigneau commented, “We are really pleased to announce David as our new CUO for Europe. David has been fundamental in shaping our fine art and specie book in Europe, building it out into the market-leading offering we have today. He is an innovator, a technical expert, and a passionate advocate for positive change. Under his leadership, our brilliant European teams will continue to leverage global reach through a local lens.”
