He will oversee Mosaic’s claims teams for all lines of business throughout the Americas, including environmental liability, transactional liability, political violence, political risk, and cyber, and directly handle environmental claims globally.

Graham commented, “I am delighted to have Tom spearhead the team in the Americas. The experience he brings is perfectly aligned with Mosaic’s promise to provide technical expertise combined with broad understanding of our customer needs in times of crisis. I am looking forward to working with him as the team in the Americas grows in line with Mosaic’s overall strategy.”

Duggan has over 25 years of experience in law, underwriting, and claims. His environmental expertise comprises first-party environmental cleanup and third-party liability claims across industries, including oil & gas, metal mining, power generation, waste management, real estate, banking and private equity.

He has previously served as Head of Environmental Claims for Liberty Mutual and Ironshore. He has also held roles in professional, casualty, and environmental claims and underwriting at Zurich and AIG. He began his legal career as an assistant district attorney in the Brooklyn District Attorney’s Office, New York.

Toby Smith, Chief Executive Officer, Americas, at Mosaic, added, “I’ve known Tom for more than 20 years and have found him to be the consummate professional who operates with exceptional grace, communication, and knowledge of the specialty sphere. The caliber of his experience can lead to remarkable results, thanks to his ability to influence strategy and shape better outcomes for the benefit of all parties.”

Duggan said, “I’m excited to take on this expanded claims role for Mosaic. It’s an exciting time as Mosaic continues to grow in the Americas, and I welcome the opportunity to work with our global team to help deliver a fair, consistent and transparent claims experience across all our seven lines of business.

“The claims landscape has been continually evolving in the US and Canada for decades and continues to do so at increasing speed. As science, technology and the law come together, insureds are facing an ever-growing set of challenges—from emerging risks and threat actors to new and changing regulatory schemes and increasingly complex corporate transactions. Our claims team helps them successfully navigate these challenges,” he added.
