Guy Carpenter, the global risk and reinsurance specialist and a business of Marsh, has announced the appointment of Phil Xue as Managing Director (MD) & Chief Operating Officer (COO) for Mainland China and Hong Kong, effective 1st of August 2026.
Xue brings more than 20 years of experience across the insurance and reinsurance sectors, with a strong track record of leadership and executive management.
In his new position, Guy Carpenter said he will work closely with the company’s broking leadership team to support growth and strengthen alignment across broking, analytics and support functions, with the aim of enhancing services for clients and the wider market.

The company added: “Phil brings more than 20 years of experience across insurance and reinsurance, with an extensive record of leadership and executive achievement. He will partner closely with our broking leaders to accelerate growth and to drive alignment across broking, analytics, and support teams – enhancing the service we deliver to our clients and the market.”
Before rejoining Guy Carpenter, Xue served as Chief Executive Officer of AXA International Reinsurance (Shanghai) Company Limited (AIRe), a role he held from April 2024. Prior to that, he was Chief Executive Officer and Country Manager China at AXA XL, a division of AXA, from January 2018 to April 2024.
Xue previously spent more than a decade with Guy Carpenter. Between September 2012 and January 2018, he was Head of the company’s Shanghai Branch. Earlier, from May 2007 to September 2012, he served as Senior Vice President, Non-Beijing Markets, based in Hong Kong.
