QBE appoints Andy Tsui to dual leadership role supporting Asia growth strategy

International insurer and reinsurer QBE has announced the appointment of Andy Tsui to the dual role of Head of Underwriting, Corporate for Hong Kong and Macau, and Asia Head of People Risk, effective 1st June 2026.

QBE logoBased in Hong Kong, Tsui will report to Lei Yu, Chief Executive Officer of North Asia.

In his new role, he will hold local underwriting authority across all corporate product lines and work closely with the regional Chief Underwriting Officer and product heads to oversee underwriting performance, operations, and strategy.

In his concurrent role as Asia Head of People Risk, Tsui will focus on shaping and executing QBE’s People Risk customer value proposition across Asia.

People Risk is a new integrated approach combining insurance, risk insights, and advisory services, covering workplace injury management, employee compensation, and health-related exposures.

Tsui will join Christelle Poh, who was appointed Head of Distribution for QBE Hong Kong and Macau in April 2026, expanding her remit from managing local agencies and brokers to include international and regional brokers.

He brings more than 24 years of insurance industry experience across Asia Pacific, specialising in underwriting, actuarial, portfolio management, and strategic leadership.

Prior to joining QBE, Tsui served as a strategic advisor to a private insurance broker/agency group in Hong Kong. Before that, he spent a decade at Allied World, most recently as Senior Vice President, Country Head, Hong Kong.

Earlier in his career, he held roles at RSA (now Intact Insurance), Ernst & Young, PwC, and Suncorp.
