Reinsurance Association of America (RAA), a trade association for property and casualty reinsurance in the United States, has appointed Susan Donegan as Senior Vice President (SVP), Head of State Relations, effective June 1st, 2026.
Donegan is an industry veteran and was most recently serving as Chief Regulatory Officer at the National Council on Compensation Insurance (NCCI), where she led engagement with 36 state insurance departments and legislatures, as well as federal agencies and industry organisations.
She previously was Commissioner of the Vermont Department of Financial Regulation, where she oversaw the state’s insurance, captive insurance, banking, and securities sectors.
As Vermont Commissioner, Donegan also served on several committees of the National Association of Insurance Commissioners and the International Association of Insurance Supervisors.
Her career includes senior leadership roles across the public and private sectors. She served as Counsel to the Commissioner at the Massachusetts Division of Insurance and practised law in Boston and Amsterdam.
