Cowbell, a provider of AI-native cyber and specialty insurance solutions for small and medium-sized enterprises (SMEs), has launched OMNI, an AI-native Decision Intelligence System designed to support the future development, underwriting, and delivery of specialty insurance products.
The platform is built on Cowbell’s integrated AI-enabled technology platform and global risk pool of more than 55 million entities, enabling insurers to assess complex exposures and deliver more tailored coverage solutions with greater speed and consistency.
OMNI has been developed as the intelligence layer supporting its specialty insurance operations. The system brings together artificial intelligence, workflow automation, decision support, and governance capabilities within a single operating model.
Cowbell said the platform supports a range of insurance activities, including underwriting, claims management, cybersecurity services, customer engagement, product creation, and operational processes.
OMNI’s initial application addresses a longstanding challenge within specialty insurance: managing large volumes of lower-premium excess and surplus (E&S) business for small and medium-sized organisations while maintaining underwriting quality.
The company explained that OMNI uses specialised AI agents alongside human underwriting teams to review submissions, identify relevant risk information, analyse internal and external data sources, and provide coverage and pricing recommendations. The technology allows eligible non-admitted quotes to be produced within minutes, compared with the longer timelines often associated with traditional specialty insurance workflows.

OMNI is intended to enhance the role of underwriters by helping teams manage increasing complexity within SME insurance. The company noted that growing submission volumes and smaller account premiums can make traditional underwriting approaches difficult to scale efficiently.
Through the use of AI agents and small language models, Cowbell said OMNI can collect relevant information, interpret risk signals, evaluate underwriting appetite, coordinate processes, and generate recommendations for consideration by human experts. The company emphasised that underwriters continue to make final decisions, maintaining professional oversight, accountability, and governance throughout the process.
Cowbell reported that OMNI has supported a more efficient underwriting approach and has contributed to 53% growth in new business since its introduction.
Beyond underwriting, OMNI is being applied across other areas of specialty insurance, creating a connected intelligence system designed to support decision-making throughout the insurance lifecycle.
OMNI is built around three main capabilities: intelligence, orchestration, and governance. Through intelligence functions, the system supports underwriting, claims, cybersecurity services, customer interactions, and business development using specialised AI agents and insurance-focused language models.
